nix,knotserver,knotmirror/xrpc: `sync.requestCrawl` support knotmirror ingests repo creation event from atproto relay through tap, not from knotstream. Therefore, knotserver will request `sync.requestCrawl` with optional new repo information to notify the repo creation event.
